[Alpha 2b] Low Empire Cashflow firing at 0 BC

    I love this new alert. :)

    I came across a small issue on turn 1 though.

    I am sure it based on my turn 1 strategy of maxing taxes and then maxing 100% of tax revenue allocation to research. This results in a 0 (+0) treasury value.

    My current empire BC is 0. My income is +0. I am not gaining any income, but I am not at risk of going to have a ship or building scrapped.

    The alert should only fire if (treasury + income - expenses) < 0

    Yes, the low empire cashflow notification now only fires when the treasury would become negative in the next turn. Thanks!
