I just completed a game by council vote victory. I decided to keep playing and took a look at the demographics chart. The fleet ranking and chart is pretty misleading. Here are all the ships the Human Federation have: 2 Titans, 1 Cruiser Here are all the ships I have (Sulak): 1 Titan, 4 Battleships, 7 Cruisers
It may be the shield technology. Armor, or the weapons. It's not really about the number of ships or class, it's more about the combined firepower and warship technology. Can you check that?
I'll do you one better. I got to turn 220 and the game has completely frozen. This is after I achieved victory a few turns earlier. If you can fix this, you can check things out. Even if you can't fix it, I can still provide an earlier save if needed.
By the way, the freeze error you got is fixed. Here's the save in the next turn in case you wish to proceed. \Edit: Since you don't have the fix on your side you may or may not get the error in the next turn though.
